I eavesdrop on, er facilitate, hundreds of meetings each year and often encounter analysis paralysis (the overanalyzing of existing info) or fear (disguised as a need for more analysis) about acting on a decision. When you find yourself stuck in a quandary, ask yourself two questions:
1) by when must I take action before doing nothing becomes my decision? Doing nothing may be a viable choice, but make it a conscious one.
2) do I have all the information I need to make this decision in the time I have available? If not, determine what else you need. If time allows, get it.
